WHAT IS SAM AND WHY IS IT NEEDED

SAM (System for Award Management) is a database established in the fall of 2012 that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. There will be different phases that are ongoing during the migration processes, which is part of an overall IAE (Integrated Acquisition Environment).

Below are all the databases that will be migrated to SAM, those listed in bold are the databases that are currently migrated to SAM.GOV:

  • FPDS-NG
  • FSRS

  • WDOL

WHEN WAS SAM DEPLOYED?

SAM was launched in the fall of 2012 and Phase 1 includes the functionality of the CCR (Central Contract Registration), OCRA (Online Registration and Certification Applications), FedReg (Federal Agency Registration) and the EPLS (Excluded Parties List System). Additional phases are commencing in timely and methodical methods.

HOW WILL SAM BENEFIT CONTRACTORS?

With the development of SAM it will eliminate the need to update and maintain accounts and registrations in several different federal government websites. Will also eliminate the need to have multiple user names and passwords to manage your registration with the federal government. It also eliminates the complexity of staggering and having multiple renewal dates so your ability to be awarded federal contracts or grant is less likely to be interrupted.

HOW CAN I BE GUARANTEED MY REGISTRATION IS MIGRATED CORRECTLY?

Now that SAM has been implemented, it is imperative that you set aside the time necessary to get properly registered. You will more than likely need to read through government provided documentation to complete this process accurately. Most Small Business Owners do not have the time to invest in the complex and cumbersome process. Most businesses will exercise the expertise of a registration specialists to complete the process to assure the registration is complete and more importantly, in full compliance with the FAR (Federal Acquisition Regulations). Below is a brief outline of what is needed.

  • Obtain a TIN/EIN for your business from the IRS.
  • Obtain a DUNS number for your business.
  • Properly research and identify the PSC/FSC and NAICS codes most appropriate to your business.
  • Determine whether your business meets the SBA’s small business size standard.
  • Write a brief capabilities statement that is error free.
  • Identify “key words” associated with the nature of your business.
  • Make a list of business references.
